I don't know to what extent she actually had freedom to choose independently of the surrounding environment--maybe she was paid, maybe she was co-opted, maybe she was threatened, maybe she was coerced, maybe she was intimidated, who knows. Hopefully we will get more details in the future, to allow us to make sense of what happened.
As it now stands, without knowing more than the bare facts that she chose not to accept the offer to compete for a spot on the 100m team and that before doing so, she expressed her unwillingness to participate in a run-off, Tarmoh is in the junk pile with Solinskrap.
USATF sucks, for sure, and their procedures in this matter can be said to have failed--but ultimately, the offer to further compete for the spot is not only fair, it is eminently fair, because that is what athletics is all about--honorable competition. That is ALL there is, winning, losing, and tying are mere by-products of the competition itself.
An individual who decides not to compete, decides not to be an athlete, because the act of competition is what defines an athlete as such. For whatever reason or combination of reasons, Tarmoh decided not to be an athlete.
Like I already said, I would also not select her for the 4x100 team.
Of course, there are things going on behind the scenes, mostly involving money, and coordination among organizations--USATF, Nike, meet promoters, agents, USOC, meet sponsors, agents. Everyone at the pro level is in this game to MAKE MONEY, and all the parties are ultimately looking to maximize their gains.
Tarmoh herself might not be all about the money, but she has people who take care of that for her. Who knows, if left to her own devices, maybe she would have decided differently. But right now, it must functionally be assumed that she acted of her own free will, because nobody has been forthcoming with any reliable information to suggest otherwise.
However, none of these actors is currently acting in a vacuum, and none of us on the outside know what is really going on...yet.
