I actually completely agree with everything you're saying. It is the race director's fault, and it isn't fair to anyone to have ten people running 6:00 pace weaving in and out of one hundred people running 12:00 pace-- especially when it comes to water stops, etc. I won't enter races like that-- there's enough to worry about in the last three miles of a marathon; finding a clear path to run shouldn't be one of them.
Oh, and if you think I'm a troll and that this stuff doesn't matter, watch the end of the Fargo marathon where Andrew Carlson gets his path blocked by two walkers finishing their half marathon.
