I think your choice of The Ivy League is great and pretty spot on for average D1.
Because of the sheer number of middle-level runners who get to stay on the rosters, the Ivies probably do fall near the average of D-1. But their traveling squads and scorers are actually well above average at distance running. There are national caliber teams or teams on the cusp but there aren't any truly awful distance squads in the Ivies. Looking at cross country results, it's really rare for even the worst Ivy team in a given year to finish in the bottom half of a regional meet. For example, Penn had a pretty rough 2011, coming in a distant 8th at Heps with 233 points, way farther behind than the normal last place team, but they still finished 13th out of 25 full teams at the Mid Atlantic with 5 other teams not finishing 5 runners. Harvard had a complete meltdown during the season and basically hobbled through the Northeast regional with a few second stringers in there but still easily finished in the top half of the region.
Anyway, the average D-1 distance runner probably does have a best mile time somewhere between 4:15 and 4:20. The team averages for the Ivies ranged from 4:13.47 (no surprise that's Princeton) to 4:19.43. Here's a little more detail on the time ranges:

4:05.00-4:09.99 - 20 runners
4:10.00-4:14.99 - 38 runners

4:30 or over - 9 runners
Total = 221 runners
What would be a good 5k and 2 mile time to get into a D1 school
Get your 5k under 15:30 and your 2 mile under 9:20. Walk on and work hard.
I run for a good, not great, D1 program.
Indoor median mile time was 4:14, mean was a little lower.
Outdoor 1500 time median was 3:47, which converts to about 4:05 for a mile.
Same group of guys.
You shouldn't be fooled by indoor mile times. Most D1 programs don't take indoor very seriously. Look at the 1500 times and convert them. Most decent programs are going to be sub 4:10 converted. Who knows on an average program--maybe 4:25?

3:50-3:55 is much better than 4:15...3:50~4:08 and 3:55~4:13
but who cares what the average is across ass of D1? it means nothing when there are so many smaller programs that deflate the averages.
the D1 school i go to isn't even that good, placing about 15th at conference (xc) usually, and to walk onto the team you need sub 4:20 in HS, or sub 9:20. the average 1500 of the guys that run it regularly is probably low 3:50s, although if you include the redshirts and long distance guys, the average would be closer to 3:55

i was one of the faster guys on my team and i was a 4:16 guy. in grand scheme of things wasnt great (conference or decent sized meets), but i'd say that time is pretty close to the "next level" of things. personally always felt i was below average.

I know this thread is 9 years old but it's pretty clear that the average D1 runner is around 4:20 in the mile. In P5 conferences, the average runner is 4:10-4:15, in the good mid majors the average runner is right around 4:20, and in the bad conferences it's more like 4:25+. However, being average in D1 is kinda crappy, you're likely a walk on and you probably don't make any of the big meets. Realistically, if you're going to a P5 school you need to be under 4:10 to have a good experience, and at a mid major you need to be under 4:20. There are some very strong schools where it's more like 4:00 though.
