OK, keep arguing your inane point. How many PROFESSIONAL MILERS can't run a mile faster at 28 than at 18, provided they're still training?
The point that many of you inferior intellects cannot grasp is that at 28 most people are not running as fast in the mile as they are at 18. This is due to many reasons, and Alan Webb and Jim Ryun are not completely immune from being impacted by some of these reasons...To those of you who have never tasted success, I guess they are gods, but for the rest of us, we know they have clay feet and may not run faster at 28 than at 18, whereas some of you act utterly shocked...
Of the top 100 performances all time at 1500 meters, 18 of them were achieved by runners who had reached their 28th birthday...The mile and 1500 meters is a young man's game, for many reasons. Now, of course, this is more than the number achieved by runners at 18, and so for the morons who want to continue drumming the idea that most professional runners are faster at 28 than 18, yes, this is true, and any idiot would know this, but most PEOPLE are faster in the mile at 18 than 28.

If you are talking about the "average" runner, then yes, most are faster at 18 than 28 because the "average" runner is probably nothing more than a fun runner by the time he's 28. If we are talking about professionals that continue to compete for a decade or more, I would seriously question that hypothesis. With rare exception, I think most professionals (assuming they are still healthy and competing) are faster at 28 than 18. Perhaps the Kenyans have proven to be an exception to that. But top US runners are typically still in HS or a Frosh in college at 18 and are typically still several years away from their career PRs.
