Depends on the runner. If you ever watch the kids from mid-pack on back, you see a lot of their strides shrink down to almost nothing as they tire in the middle of a race. In this case, opening up their stride makes perfect sense.

At the end of a race I would think you want to increase your strike rate and stride length. My strike rate exceeds 200 when I'm sprinting at the end of a race, compared to about 180 during an easy run.
