Ridiculous. I can't imagine any cop ticketing someone for this, assuming the conditions were as described. One time I was speeding down a backwoods highway in central Texas and got pulled over by a sheriff (typical, stereotyped southern shefiff wearing a Stetson). He asked me why I was speeding and I told him I had to piss. He just laughed and said "Son, next time just pull over and do your bidness". He gave me a warning and let me go.
My daughter was pulled over and cited for going 31 mph in a 25 mph zone - it was 2 days after receiving her learner's permit - her 2nd time behind the wheel - going down a hill into a speed trap set up by the local piglets.
They would not cut us a break even after groveling, begging, pleading, and her crying her eyes out - the lesson she learned? Unless you are in need of a cop, they are your enemy and should be feared as a person who could screw up your life to one extreme or another.

I got caught in a speed trap coming back from a race in Buffalo. After telling the guy I would be ashamed to be running a speed trap like he was doing, I drove off with my ticket. He jumped in his car and pulled me over again, ordered me out of the car and tried to bait me into doing something so he could rough me up. After about 5 minutes he finally let me go after a bunch of threats.
Needless to say, I will never go near that area again. These small towns wonder why nobody ventures off the highways to do a little sightseeing anymore and all their businesses close up.
