It's not a "public event" like you'd find in a park for free. The CIF charges money for entrance and no doubt own or have sold the rights to some broadcaster. So just the same as the NFL will stop you from recording a game and putting it on your own site. The organizers did the work and they own the rights. So they can buy the rights or create their own event.

NFL will stop me from distributing content because they have sold the rights to another company. Unless CIF is broadcasting elsewhere, which it isn't so far as I know, why wouldn't they want to broadcast it?

You really think the NFL and CIF are the same? What percentage of public funds do you think go into putting on an NFL game. Now do the same figures for the state meet.
