Rather than preparing for the quarter, you'd better double check the standard. According to presidentschallenge.org, an 8 year can't run the 1/4 mile. The standard is a 1/2 mile in 3:58 for 8 year old girls.
On the other hand, if by some reason she can run the quarter to qualify, improving from 2:45 to 1:50 in only four weeks doesn't seem very realistic. Over 2:15 seems more realistic. Good luck.
