It's doubtful that any damages would occur as a result of an anonymous post on a message board. It's even more doubtful that you could prove damages. I guess if somehow an untrue rumor of PED use that was started on a message board gained so much steam that you were no longer being invited to races that you were otherwise qualified to run because race organizers didn't want to be associated with an accused drug user, you might have a case against the poster, but I don't see that happening and being proven.

This is true. I moved from Alabama to NY State a couple of years ago and the first trip I made to the local Squall Mart was like being back in the deep South. "Hey! They've got rednecks here, too!" I chuckled. You'll find hicks in almost any rural area, but I was still surprised to see them since I hadn't noticed any in my first few months up North - until I went to that Wally World, go figure.
