There was a Chinese female on the marathon scene in recent years who runs with her arms perfectly straight at her sides. That seems a little inefficient.

there was a guy from Az back in the mid 80s, that ran like he had a stick up his butt, prancing along, leaning back, but on his toes...looked funny as all get out, but he was a good, solid distance runner.

people who think webb's upper body is too muscular should look at two things:
1) the definition of muscle tone (tonus) and how it applies to kinetic energy transfer through the torso. (i.e. why do you swing your arms when you run?)
2) the seasons where he allowed his upper body musculature to diminish (2003, 2006).
webb's form is fine. not great in the arms and shoulders, but certainly nowhere near bad. you want elite runners with bad form? look at adam goucher and (formerly) gabe jennings.
