The judge found 14% of the money owed were true services, such as TP, Beer, Pretzels, tampons, etc. The rest were not registered businesses, did not have accounting books, didn't understand business tax forms, etc.
Just bc some vendors dont have accounting ledgers, business licences, D&B Number, bank accounts, "doing business as", tax receipts, payroll, etc. doesn't mean they aren't in business. Only 14% of money owed to the OGs has to be paid?
Not. 86% are volunteer announcers, TV producers, TV editors, coordinators, meet directors, etc, who have been doing meets for decades and decades and decades all over the world. They are the unhearalded foundation the heros of Our Track and Field Sport. None are real businesses. None want any money. They show up time after time, year after year. It's the norm in virtually all Olympic sports. The disgusting issue the judge apparently found is GST knew the above very well, having been volunteers themselves, yet they promised substantial money to bait them to fly and spend their own funds, knowing that GST never had the funds to pay them. The judge decided that since they are volunteers, they don't need the money, and originally never expected to be paid. That's why only 14% of vendor funds are proposed to be paid.
