Replace them with the single WADA. Having local offices but reporting to the singular body.

This way you may reduce the obvious favourites and have a single law applicable to all.

International athletes must be subjected to daily out of competition sample collection.

In India sample collections happen at extremely low prices. These kind of systems are what are required at any international training and competition locations.

WADA can outsource the sample collection (DCO function) to any one or multiple of the major companies that have similar low cost processes and you will be surprised.

NCAA has a singular training location how can it be unable to collect daily samples of its athletes? It is a mind set. Large scale storage of urine and blood samples should not be a problem. Hospitals already store large quantities of blood.

Once you have sorted collection and storage then you can test the outliers if testing is expensive. However this system will discourage wilfully cheating and collaboration from the local agency's.

I just checked, and Festus Lagat is listed in the updated (and almost final) list of expected participants for the World Indoor 1500m:

You can check and see that quite a few fully qualified runners are no longer listed, presumably because they elected not to participate in that event, perhaps in favor of a different event or because they are not participating in World Indoors at all. You can see that two of the top 1500m qualifiers--Corcoran of Ireland and Habz of France--are no longer listed, but they are listed for the 3000m, which their federations are having them run. Several US athletes are listed beyond Green and Houser, presumably because USATF has yet to announce its official team for World Indoors.
