When you have ADAK, ETNADO , USADA etc all working to protect their top athletes.
You have witch hunts and targeting non favourable athletes.
The whereabouts is a nonsense. Since it allows 2 why not 3 to 5?
The only way to make this fair is to cancel all local systems (ADAK,ETNADO, USADA).
Replace them with the single WADA. Having local offices but reporting to the singular body.
This way you may reduce the obvious favourites and have a single law applicable to all.
International athletes must be subjected to daily out of competition sample collection.
In India sample collections happen at extremely low prices. These kind of systems are what are required at any international training and competition locations.
WADA can outsource the sample collection (DCO function) to any one or multiple of the major companies that have similar low cost processes and you will be surprised.
NCAA has a singular training location how can it be unable to collect daily samples of its athletes? It is a mind set. Large scale storage of urine and blood samples should not be a problem. Hospitals already store large quantities of blood.
Once you have sorted collection and storage then you can test the outliers if testing is expensive. However this system will discourage wilfully cheating and collaboration from the local agency's.
