In West Virginia this month, a similar measure was proposed on behalf of the female HS student-athletes who narrowly lost their chance to compete in the state outdoor finals in the girls' discus and shot put because they were bumped out of contention by Becky Pepper Jackson, a boy who identifies as a trans gender girl and, with the help of the ACLU, got a federal injunction allowing him - and only him - to compte in girls' school sports in WV. But unfortunately in WV, the authorities in charge of HS sports declined to enact the measure.
Actually, the federal court did not just give an injunction. They have decided on the substance of the case in favor of BPJ. Unless SCOTUS overturns this decision, she has the legal right to compete.
And since the 4th circuit specifically mentioned the fact that BPJ never went through male puberty, this case law does not apply to a hypothetical case in CA regarding AB Hernandez. If you take the 4th circuit decision literally, the court in CA is likely to decide against ABH.
That's the difference between the two situations. One is a closed case unless it is overturned. The other is an open case that requires a stopgap measure.

As I interpret it, this is implying that the trans athlete(s) will compete with the biological girls (not in a separate section of the event), but that in terms of (biological) girls' team scoring and individual awards, the trans athlete(s) will effectively be skipped over, i.e., shifted to a separate category. I mean… the statement LITERALLY didn’t say: “any biological female who would have earned the next qualifying mark, BUT DID NOT DUE TO A TRANS ATHLETE PLACING HIGHER”…
I do understand that, obviously, this was intended for the trans situation. But semantically, the wording seems to imply that any biological girl who would have earned the Section’s next qualifying spot, without achieving the state auto mark, would be allowed to compete… REGARDLESS of whether it was a trans or cis athlete placing higher than that athlete who otherwise WOULD HAVE qualified.
Ex: if a section allows three qualifiers to state, and both the third and fourth place finishers did not achieve the state auto Q mark… the wording IMPLIES the fourth place girl would then compete. Because if not for the three BIOLOGICAL girls placing ahead of her, the fourth place biological girl “WOULD HAVE EARNED THE NEXT QUALIFYING MARK”.
Again, I understand this was not the INTENTION… But due to dancing around saying the word “trans” athlete, THIS is the correct literal interpretation of the statement.

As far as I can tell, KRCA TV Channel 3, a Hearst-owned station based in Sacramento that's affilated with NBC, is the only news outlet in California so far to report that "Gov. Gavin Newsom's office clarified" the CIF pilot policy in the particular way you've pointed out.
Reuters has picked up and repeated what KRCA TV reported about the clarification supposedly made by Newsom's office, but Reuters has been careful to name KRCA TV as its source for this bit of info.
If it's really true that CIF has decided to score AB Hernandez (and any other boys with trans gender identities competing in girls' events) separately at the 2025 state track & field championships, then in my view that's major news which warrants big headlines and deserves mention in the lede or at least near the top of the news reports.
The fact that no other CA-based news outlet other than KRCA TV Channel 3 has reported this info has me really confused. I hope and expect that as the day goes on, clarification of Newsom's office's supposed clarification will be forthcoming. But as of right now, it's not even 9 am on the West Coast of the USA yet, so I think it will be a while before there's more news about this from Sacramento or other places in CA.

"Rallying" doesn't necessarily mean attending the group gatherings known as rallies.
Rallying for AB Hernandez means coming together to show support for him. Or in some cases, it means making public statements or taking actions supporting, defending or praising him and other boys and men like him who are using gender identity claims to muscle in on and clean up in girls' and women's sports competitions.
Yesterday, Equality California - which bills itself as "the nation’s largest statewide LGBTQ civil rights organization" and says it "bring[s] the voices of LGBTQ people and allies to institutions of power in California and across the United States" - joined together with a couple of other groups to issue a public statement supporting AB Hernandez.
The statement from Equality California et al accuses Donald Trump of "bullying" AB Hernandez and asserts that allowing Hernandez and other boys to use gender identity claims to compete and clean up in girls' sports is not only lawful, it's fair and for the good of all student-athletes, too.
The statement starts off claiming that AB Hernandez - a healthy, strapping, cocky and conceited 16/17 year-old boy who currently ranks as the top or near-top athlete in three different girls' high school track & field events in California - is
a teen who earned her spot through grit, talent, and determination.
The statement goes on to say:
To suggest that there is an “unfair advantage” is not only inaccurate—it’s dangerous. It fuels harassment, invites discrimination, and demonizes a young person.
The same administration that claims to protect women and children is, in reality, bullying a child. Let’s call it what it is: bullying—from the highest levels of government. And when that happens, the consequences are far-reaching—for the safety of those competing and for transgender youth across the nation.
For more than a decade, organizations like CIF have upheld inclusive, evidence-based policies that ensure fairness for all athletes, regardless of their gender identity. These policies not only ensure a fair level playing field and a safe, supportive environment for students, but also comply with California law. Undermining that now for political gain is a transparent attempt to scapegoat a child and distract from real national challenges Americans are facing.
Our state’s anti-discrimination laws are clear—and transgender youth are protected under them. Threats and blatant intimidation tactics do not erase those rights. I've heard arguments from the trans community that trans women just want to be part of the team and train with their female friends and that there's only a small percentage of trans women competing, and that they have little interest in actually winning. It doesn't have to be fair. Sports aren't fair. If you compete for a small school in Alabama and run 4:30, you may be state champion. If you run that same time in a division on Long Island, you may not make it out of your local section.
