Thats a circular argument
It's not child abuse (although it may be considered so legally in many countries) but it's bad parenting.
It teaches authoritarianism. The message is to stop doing whatever because someone bigger and stronger is capable of causing pain. That's a bad way to motivate stopping doing whatever because it won't work when the bigger and stronger entity isn't around.
Nothing wrong with a crack on the ass to get your point across when a child won't listen.

It teaches you in the long run to respect authority. RESPECT, police, senior citizens, parents, supervisor, teacher. You get the point.
