Any Brits looking for the standard will go to Seville in February rather than Houston. I think Phil Sesemann is going for it, he's currently 64th in the rankings after running 2:08.49 in Valencia. I'd expect a few others to try, like Johnny Mellor and Dewi Griffiths, but I can't see anyone else getting it. A wildcard is Marc Scott but he keeps scratching from marathons.
In any case, Seville takes place after the first 64 places are confirmed. Canada and Australia have options. It wouldn't surprise me if they took a couple of those spots via auto-Qs
