Because most agree that NOP wasn't doping, but was rather operating in the gray area. Mo was obviously doped to the gills, but he was frequently away from the team (in Ethiopia mind you)
Let's lay out some facts on the NOP case according to the reasoned decision and leaked report, both of which have been covered extensively.
1. Salazar admits to using Testosterone in 1991. He ran the 1992 Olympic Trials. He doped as an athlete
2. One of his athletes, Mary Slaney, tested positive for testosterone use.
3. The Nike Lab had an official document saying Rupp was on testosterone medication.
4. A Nike lab physiologist reports that during that same time period, the head of the Nike lab tells him that Salazar's athletes take testosterone.
5. Salazar admits to still having a prescription of testosterone. He got testosterone from 4 different doctors, including one who is now banned. And another who was known as a steroid doctor in Eugene.
6. The Begley's reported carrying testosterone from Dr. Brown to be given to Salazar.
7. Salazar ran an experiment on his sons to see how much testosterone would trigger a positive result.
Hassan was in that environment for years. Her coach was a Salazar disciple. You can claim that everyone agrees there isn't doping, but anyone with any sense can put the above together and see what was going on.
