All nonsense aside, the OP has already run for the mens team at his small D-1 school so he has no chance of now running for the women’s team.
Of course, he’s contemplating a scam.
I don't understand why this is a scam. The OP is trying to earn scholarship money and there are clearly stated rules that if he/she identifies as trans that he/she should be allowed to compete for the women. The real scam here are the rules for letting this happen in the first place. I say if he/she can follow the rules and achieve them- great.
Multiple people on this thread including myself have posted links to the actual rules, and the current rules would require 2 years of HRT. During this time period, he would grow hips and breasts, lose muscle mass, and gain fat and become significantly slower. Before getting on HRT, he would need to convince a licensed therapist that he has had persistent well-documented gender dysphoria.
The idea that a cisgender man would do this for a chance of competing and possibly placing higher in the women's race is absurd. If he wanted to go back to living as a man after pulling this stunt (which he would because he is not a trans woman) he would need to have chest reconstructive surgery to remove his breasts.
The rules are in this thread. Lia Thomas used them to compete.
Here are the current rules.
Phase Two – 2022-23 and 2023-24 regular season and championships
Beginning Aug. 1, 2022, participation in NCAA sports requires transgender student-athletes to provide documentation that meets the above criteria for the 2010 NCAA policy, plus meet the sport standard for documented testosterone levels at three points in time: 1. Prior to any competition during the regular season; 2. Prior to the first competition in an NCAA championship event; and 3. Prior to any competition in the non-championship segment. See the transgender student-athlete eligibility review procedures for more information.
Phase Three – 2024-25 full implementation
Beginning Aug. 1, 2024, participation in NCAA sports requires transgender student-athletes to provide documentation no less than twice annually (and at least once within four weeks of competition in NCAA championships) that meets the sport-specific standard (which may include testosterone levels, mitigation timelines and other aspects of sport-governing body policies) as reviewed and approved by CSMAS. More information about the specific application of Phase Three will be provided prior to implementation.
At its January 19, 2022 meeting, the NCAA Board of Governors updated the transgender student-athlete participation policy governing college sports. The new policy

That is so interesting that they only have to test for T levels at 3 points in time in competition. How inadequate. There is nothing to prevent someone from dialing back on T suppression out of competition to continue building their strength.
Before anyone says "they wouldn't do that", I knew an amateur athlete who did exactly that for certain sporting events to manipulate their performance.
You have to believe you are women. You've ruined your chances by admitting you are "dude." You coach would find this thread and call your bluff. That was the fatal flaw in your plan. But yes, if you believed it, of course you could. However, the NCAA has stricter rules than high school so you'd have to go through other hoops as well (hormones?).

Call his bluff? I would kick him off the men’s team as well.

Also there is a thing called "red shirt" where he/she could sit out for a year and use that time to still take the drugs and have a full season left. There's so much money out there and to have a near certain All-American on the team, it isn't impossible to think someone would invest in that opportunity to win at the D1 level. Because someone else will if they don't
Earn? It effing stealing and it’s 2 years and not just 1. It’s also very possible he’ll be running over a minute slower after the hormone treatments.

It’s not crazy at all… this OP would save close to 100k… people who “decide they are women” going into college could reasonably stand to save 200k… money is a huge incentive… people rob gas stations and shoot people for less than $100 on a regular basis and you don’t think a bro is willing to be made fun of by trolls on the internet to save $200,000… people cheat and do PEDs for payouts, this seems much easier to accomplish.

You just ignored about 90% of the posts in this thread.

Your contention that a male in this sort of scenario would "need to convince a licensed therapist that he has had persistent well-dcomented gender dysphoria" before getting prescribed Big Pharma estrogen and androgen blockers is out of date.
In the USA today, lots of providers of "gender medicine" including many Planned Parenthood offices and telemed services will prescribe "gender affirming" hormone products such as estrogen and Spirolactone for males, and testosterone for females, to anyone who says they are trans or non-binary pretty much on demand using the "informed consent" model so long as they are at least 18 (though in some places the age is lower). No diagnosis of "persistent well-documented gender dysphoria" from a licensed therapist is needed.
Indeed, nowadays it's not even necessary to claim to have "gender dysphoria" at all for any length of time. On the contrary, requiring a person to have "gender dysphoria" to get access to prescription "gender medicine" to change one's body to be in synch with a trans, non-binary or other novel or bespoke gender identity is widely considered to be unfairly discriminatory "gatekeeping" and "phobic."
The point of "gender medicine" is now increasingly to help individuals achieve their "embodiment goals" and obtain "gender euphoria" and "trans joy" - not necessarily to relieve "gender dysphoria" or any other kind of distress.
In the US, a letter from a licensed therapist saying a person has "gender dysphoria" is only needed for those who want their private or public health insurance to pay for their "gender affirming" drugs and surgeries.
Moreover, for those wanting insurance to foot the bill, plenty of licensed therapists in the USA will provide a letter that will satsify insurance providers for both hormone and surgical interventions after a single office visit or one videochat consultation. The fee is usually $75 to $150.

Good thing you’re not in charge of enforcing NCAA policies for transgender athletes.
OP would have to sit out the 2023-24 season while being on hormone replacement therapy.
Then at the start of the 2024-25 season, OP would be declared ineligible because the new NCAA policy would limit the trans athletes to those who started hormone therapy before puberty.
Any serious college coach knows this, and will reject OP's request.
But facts do not matter in the outrage theatre.
The OP is going to read the rules and pretend the requirement is for 1 year and not 2? Why would he want to do that?

I’ll say this…I’m a known DI coach. I make $50k a year in an expensive place to live. I’ve been up for some decent jobs but never “the big one.” I have significant performance bonuses written into my contract. If this is what we are doing - allowing & even encouraging transgender athletes to compete in DI NCAA athletics, then I am 100% aggressively recruiting every transgender woman I can find. And gladly welcoming any of my men who want to follow the rules through transition (if they seem sincere - I won’t push them) to compete for us as well. I will make DRAMATICALLY more money by following the rules with this method by earning far more performance bonuses than usual. And my resume will finally make me far more attractive for that “big job.” It will be a game changer for me. Meanwhile these women who were assigned male at birth will be saving/making EVEN MORE money than myself while avoiding massive debt, greatly enhancing their resume & student athlete experience. And we all know they’ll probably bag some lucrative NIL deals in the process. No fvcking brainer.
