Biden is middle of the road as far as intelligence goes for US Presidents, he's not charismatic, witty, filled with great innovative ideas, etc. BUT, he's not an amoral serial lying criminal dictator wannabe a$$hole like Trump. Joe Biden is President today because dumba$$ Trumpers voted Trump in in 2016. Had Republicans gone with a decent man like John Kasich, they would probably still hold the White House today.
