They are citing a real record, say they are certifying specifically for the record, and claiming to have GPS tracking data. They've ruled out it being a dog. If "it's a dog" is the punchline, it's not a "ha ha" put-on, it's a blatant lie and deception.
If you paid to be part of a golf clinic with Jack Nicklaus and when you got there "Jack Nicklaus" was somebody's dog, you'd be pissed.
They are advertising the race as a chance to be in a race where an American record is broken. If you were running the race anyway and the record attempt turned out to be a hoax, you might think it's funny. But if you registered for the race because of the record, which is what the RD is advertising, and it turns out to be a hoax, you'd want your money back plus more for your time and travel.
