Buttigieg would probably make the best chief executive, but I can't imagine his being elected. I feel much the same as when Bernie was making his run, when I said that the USA was probably not ready to elect an atheist socialist Jew as president; I don't think the USA is ready to elect a gay man, either.
Not saying that that's good or bad, just saying that that's my read of the situation. Of the people you listed I think Buttigieg and secondarily Newsom and Abrams would be the only ones who might be competent in the situation. (Actually HRC could probably do the job very well, but she's done.)
