Funny you mention an act of Congress and a border bill. We had a President who sat down with both sides and they came up with a bi-partisan agreement that passed Senate. Then a candidate of the other party told his loyalists in Congress to tank it so he could continue to run on that issue and they did.
Likely it will get revived in the not too distant future with a stark resemblance to the previous bill, but it will be called the "Greatest border bill ever" by the guy who tanked it before.
He misspeaks sometimes. I’d rather have someone make themselves available to the press / public regularly and misspeak than hide and occasionally pop his head up like a groundhog hiding from his shadow. The point he was likely trying to make is that states balance their budgets and it would be a refreshing change of pace if the federal government can figure out a way to get its financial house in order.

All this weenieville sh-t while Trump is getting Zelensky to agree to get to the end of this way too long, and has asked for Putin to come to the table as well. This is a war that only happened as soon as Russia accumulated Troops at that border while Biden watched. Not debateable.
