Congress conducts its own investigations of its members with different standards and different rules than criminal prosecutors.

In case you are slow on the uptake, the reason that the Trump administration can’t find real, professional people with professional integrity on the top of their fields of expertise is because no one would ever be willing to go through what happened to Trumps last staff and administration.
Most of Trumps last staff have criminal indictments or sentences or they have been demonized with death threats for being loyal to the law and constitution.
