You have less guns in Europe. I will concede that point. But you also have better healthcare delivery. If people were just as crazy and murderous in Europe, then shouldn't we see more mass murders via stabbing, poisoning, plowing through festivals and public squares with vehicles, etc.? I don't see very many stories from Europe describing such crimes. Probably because mental health is seen as vital and it gets treated vs. our awful systems and stigmatization in America.
What drives someone to decide that mass murder is an effective solution to their problems? I've had my fair share of depression and I have known people with serious psychological issues. But none of those people have murdered and I haven't entertained the thought. Why? Because care was available and we were fortunate enough to afford it. I can only surmise that untreated people slip through the cracks, never get identified, and when we get incidents like this, our nation collectively shrugs its shoulders and scratches our heads wondering, "Why?".
Guns make mass killing easier and God knows that the USA has far too many firearms in circulation. Make no mistake, I hate guns and I see no need for military styled assault weapons and high-capacity magazines amongst the civilian population. The gun lobby owns too many Republicans and Blue Dog Dems. Vulnerable Dems will only mumble lukewarm opposition to guns if they represent a competitive district. That effectively makes gun control an impossible dream. Why fight a battle that you are certain to lose? There is a far better chance of gaining mental health coverage mandates and reforms by comparison.
Plenty mental health issues in peer countries too but not nearly as many school shootings.

But, in true American fashion, we don't spend any money on mental health services because that would cost some billionaire another private jet or some corporation another chance to buy back stock. We are reaping what Ronald Reagan sowed 40 years ago when his administration gutted funding to state mental hospitals and treatment facilities. Couple that with expensive private insurance coverage that actively works to deny you opportunities to seek care and this is what we get!
The Second Amendment isn't going away nor will politicians really seek to limit it. That genie is not going back into the bottle. More self-styled protectors and "good guys" won't make a dent either. The only course of action is to do all that we can to eliminate the mentally and emotionally ill from getting to the point of mass murder by ensuring that they are treated.
Neither party is willing to do anything about this other than to keep us distracted with the same old arguments about gun rights.
As long as the guns are available, this will be a issue. You can't force mentally ill to seek help (same issue with homeless).

Every firearm, all 350 million should be registered. Possession or selling an unregistered firearm should be a felony with a harsh penalty. All sales should require a background check, the same as having a teaching license or most other occupations. It definitely won't stop all shootings, but it might be a start.
Militaristic weapons shouldn't be allowed, even if they are semi-automatic. The mentally ill have an affinity for call of duty style weapons, they never use a 12 gauge.
