Why not approach the Brojos as they put up the cash offer before? I am sure this time they would have clauses about validating the course and the run with their witnesses as well as drug tests.
Being a bet is obviously a lot more tempting for them as they are going to pick up easy money.

Has he ran a race since the 3:11+ anywhere to verify that he still even runs at all even remotely close to a 3:11+ equivalent, or is he running races but just a lot slower? Me confused. Not a troll, but does he even run?

He never ran a race PRIOR to the 3:11 or after the 3:11 that gave any indication that he could run a 3:11. Keep in mind, here was a 47 year old, male, who had only been running for about two years at most and something like 120 a month and has one of the worst gaits and strides every witnessed. He runs with splayed legs and knock kneed.
The Turkey Trot was in line with a 3:11 performance.
