Enforce a period of mandatory vaccines to protect public health - flights, school attendance, and any large gathering events (i.e. >300 people). Most people who wouldn’t want to be vaccinated otherwise will do it. This will force businesses to take a direct interest in promoting vaccines so the government doesn’t look like the only bad guy. This isn’t likely to happen due to state powers and politics but it would work if doable.

The statement also indicates that if the laptop were Biden's that it was stolen which presumably means it could have been tampered with prior to its "discovery". The whole computer shop narrative reeks of implausibility and the information leaked from Hunter Biden's CBS interview doesn't collaborate any part of that narrative.
