Being tested immediately after coming from altitude or arriving back to altitude from sea level seems to be the legal argument for these athletes. Science has already won with one big name in the last year.

I should hope that science wins in every instance, and that every conviction has passed the tests of scientific scrutiny as well as legal fairness.
Not knowing the specifics of any athlete, it is expected that training at altitude alters blood values in known ways, and metrics like off-scores peak in the short timeframe after descending from altitude to sea level.

I think he means that it would be ridiculous for USADA to allow Rupp to run and win the trials knowing that he cheated and will be busted soon after the race.

Certainly not. Jebet was caught 2 years ago! It's only the ruling/ban that took two more years of legal work.
I bet postponing the Olympics has thrown the old spanner in Hajo Seppelt's and ARD's works. Do they run their story as is, in this, a non-Olympic year, and in the current climate? Meaning the intended splash won't be felt beyond these boards? Or do they sit on it and risk being overtaken by events as the processes play out and end up being left with no significant pending Kenyan cases next year? Such a conundrum.
