His accomplice isn't with him throughout the course and doesn't finish with him either.
Also, most of those runners around him in those photos finish with a clock time of 2:43 (11922, 15500, 16339) yet Frank has a clock time of 3:29:27 (as shown on runner 8158 (orange singlet) photos who finished just behind Frank), bit odd. Frank must have thrown in some fast stuff, but you wouldn't think so going by the photos, even photo 3 and 4 where he's trying to outsprint 8158 (orange singlet) in to the finish he looks fairly ordinary.
Ah well, I think we can safely say Frank's shenanigans started at least 10 years ago.
