Most policing is done at the state and local level. The feds operate in specific locations with more specific goals than general public safety.

I think the happiest societies are probably of one culture. Look at Japan and many of the Asian countries, they have very restrictive immigration laws for a good reason.

Assimilation (however it is defined and measured) is mostly a function of education and language proficiency and of not culture or race. The higher the level of education and the greater the English proficiency, the more assimilated the immigrant group. Hispanics from Argentina and Chile assimilate more seamlessly than Hispanics from Central America.
Immigrants from India tend to be college educated and fluent in English, while the Hmong or others that came as refugees have not assimilated as easily. But immigrants can assimilate and retain cultural identity so it's not really a assimilation vs multiculturalism dichotomy.
