How hard would it be to make people aware of this possible problem, or better yet, improve the flow. I have never heard of anyone needing to wait three hours to vote.

The backlash will be enormous and thousands of us will disobey this law as an act of civil disobedience. You really think the backlash will be greater than 1/6 over not getting water?
