Ok looking at last heat there are 7 more positions but 3 women too many so 3 women will get eliminated after all three of these heats. Just three. Right now that's Brown, Wilson and Salerno, unless someone in the final heat runs slower than Brown's time.
I think Brown still needs to beat someone from the next heat to qualify. Don't think there are any listed scratches so if everyone beats her in Heat 3, she will be 25th place.
What was USATF thinking?
