I absolutely hate how NBC and ESPN cut away from races longer than 3000m, and when they get back everything has changed. The commentators are absolutely horrible and know nothing about the sport of track and field.

I'm not getting a stream either and they don't appear to be broadcasting it at 6:00pm in Portland.
Stream is over. The rest of the women's 400m is on live now on regular local NBC channel. I'm in Central Time Zone, can't speak for the west coast.
