Logically this means that the whereabouts accusation was a setup, to falsely implicate him without doing any valid testing, not that the spurious testing procedure is all that accurate either.

You are wrong. I already believe doping does work -- but only under some circumstances. Whether it "works" depends on the dope, the athlete, the event, and the current state of training of the athlete.

The real world evidence is that Katir was suspended for three whereabouts failures. This is not evidence of doping with a banned substance or method. This requires an assumption.
You also use a flawed method to draw conclusions about doping and performance. You look at 8 or 9 seconds and want to argue and conclude it can only be caused by doping, with no serious analysis of other confounding factors, because that is your starting assumption.
You only look for examples that confirm your assumptions, while ignoring many more examples of contradictions (e.g. where was Russia?).
You ask me "how many more times", when there is no number of times that will transform the fallacy of "proof by example" into a reliable method for drawing logical conclusions. This remains true even if "nearly everyone on LetsRun" wants to believe Katir is the forum's most obvious doper.
Popular opinions can be biased by group-think, and lead to biased conclusions based on popular beliefs, rather than "real world evidence".

Katir does not indicate that he followed standard procedures either in the testing process or the appeal process; he didn't submit requisite exoneration documentation; and he did not receive any decisions on the investigative responses he would have submitted. Listen, it's not that this was a setup, Katir probably never submitted them, and likely because he couldn't substantiate them.
