The counteroffensive is not moving at a pace that serves the internet and cable 24/7 news cycles. But it is moving. Just look at Prigozhin's latest rant.
Also, the Kakhovka dam flooding has made the counter offensive significantly more difficult. UA had a foothold on the left bank of the Dnipro by Kherson. UA was definitely intending to cross the Dnipro and establish another axis of attack to try to reach Crimea from Kherson. This would have cut Russia's forces off from supply lines from Crimea (UA has already hit the Chongar bridge to the east). Instead, the Dnipro is uncrossable and UA has had to focus on evacuations (while still under Russian fire). And Russia has been able to move significant amount of personnel and armor from Kherson to the east as a result.
Soldiers spent months making clandestine trips across Ukraine's Dnipro River to plan the counteroffensive. Instead of facing off against Russian forces, this unit found itself fighting floodwaters.
