Is that the only criteria? I won $100 for taking 3rd in a half marathon. I'm officially a runner... who wears Skechers... and has a Boston jacket.

Someone came up with the correct terminology for these people on another thread recently - the "Alpha-Hobbyjogger".
And they aren't a third category, they're just a delusional subset of the existing hobbyjogger group.

Uncle Rico - Those who think they are better than they are and spend their time "training", living in their parents basement and working at the shoe store into their early 30s. Tells everyone they are a pro runner because they once won prize money in a race. Runs club nationals every year and finishes in the bottom half.
Cats in the Cradle - The working dad with the stay at home wife and kids that still tries to run 80-100 miles a week so he can get his Boston qualifier. Wife will either divorce him or poison his coffee.
Forest Gump - Pretty much any ultra marathoner. Could also use the term YETI or Kaczynski here.
Warrior Games - Huskier hobby joggers that do cross fit. A lot of divorcees fall into this category.
Fat Dad - AKA hobby joggers, AKA Clydesdales, etc.
Age Grouper - Not fast enough or too old to contend with youngsters. Has a room dedicated to his age group medals and ribbons.
This is a much better route to take this thread.
Suzy Homerunner - the stay at home mom of school age kids that has tons of time to train obsessively and go on new fad diets. (That 30-40F age group is tough.)
Poser Runner - Self identifies as a runner, participates in clubs, dresses and acts the part, but doesn't actually run much. Is in a perpetual "start training" mode for some upcoming marathon. But the training never changes from their current 8mpw.

Like many slang terms the exact definition can be fuzzy but you know it when you see it. You are just being intentionally obtuse on it's definition in order to use it as a retort against the people who use it. It annoys me to no end. Yeah, the definition is a non professional runner. That's the definition I think of when I see the term. Sounds like you think of something different. Care to elaborate?

I absolutely think someone (male) running 2:20s and doing 100 miles a week is categorically no different than someone doing 25 minute 5ks. Do they take their running more seriously? Yes. Are they a professional runner? No.
They are a hobby jogger. They are literally doing it as a hobby. They are not making a living off of running, they are doing it as a hobby.
Top D1 runners are tweeners. They are not pros, but get some tangible benefits from running. Hard to call them hobby joggers.

Exactly, you are being intentionally obtuse. You know the commonly accepted meaning. You know that meaning is consistent with it's original and intended use, but instead choose a strict literal interpretation just to spite people.
Say a white guy with a sunburn called me a redneck, and I said, "HAH, jokes on you buddy your neck is red too! We're all rednecks!" It doesn't matter if that is the first thing I thought of or not, that's not what redneck means and my response doesn't make much sense.

Scratch that, local elites is better term. For, they are the fastest at the local races.
How to spot them:
1. Doing strides before a local 5k fun run.
2. Run another 8 miles, after the local club run runs 4 miles.
3. They consistently win, or come in top 3 at local races.

Either “Wanna Be” or “Try Hard” are exceptable. “Poseur” is another option.

"Yeah, I coulda' made the Olympic Trials but Nike changed the heel-to-toe drop on the Pegasus and that messed up my gait. I woulda' won Nats too but I got shin splints a couple of weeks before the race. Should've made a worlds team and got a medal but Hoka changed their Pro deal program I couldn't get Cliftons at half price and that really screwed my build up. Stanford didn't offer me a scholarship even though my PRs rocked but, they only look at high SAT scores. Title IX bullcrap denied me a full ride at Oregon! I coulda' won New York a few years ago but the Fleet Feet franchisee conference conflicted with the race date. I was gonna' run for adidas but then they decided to only sponsor Africans..."
