If you run or bike with intensity, you will have legs like this to some extent. Like others have said, cyclists tend to have crazier legs probably due to the duration of their training. Lots of triathletes look like this. Girls actually find this sexy. It's pretty amazing. Makes you look mutant. It's also way more pronounced when you shave your legs.
Honestly the shaven legs helps a lot too. I think 90% of the reason cyclists shave is just because of how defined your legs look
Because runners don't all do EPO.

I think most (but not all) pro distance runners legs do look like this. I think this kind of vascularity shows up pretty frequently in runners when body fat is really low (~3% which would explain the lack of females with legs like this) and training volume is really high. When I saw Rupp at the Pre Classic a couple years ago his legs looked like that. Cam Levins and Matt Hughes too. There is certainly a genetic component too because not all high volume pros with ~3% body fat have legs that look like this.
Priscilla Lopes-Schliep the hurdler had extreme leg vascularity... well beyond this tdf picture and it was related to a genetic condition.
My arms usually look like that after beating my meat.
The condensed answer would be: Cyclists are actual hard training athletes.
A female runner I follow on instagram (sub 3 hours marathoner, so fast but not elite) posted a picture of her legs after using normatech or another compression pants type recovery machine. It gave her a look similar to this, although not quite as pronounced. She normally has nice legs but they do NOT look like that normally.

Cycling is much cleaner than athletics. They have had strict doping for the last decade and a witch hunt for dopers from everyone involved in the sport . Athletics only catching up now on the testing side of things but not even close to the internal witch hunt. Extremely difficult to get away with doping in cycling now. Very easy in athletics.
Because people with legs like this are really slow runners
