If you want to go out fast, do that in your daily training. Perhaps you are already doing that, and that is why you cannot do it any other way.
If you want to develop a negative split, I suggest doing some progressive runs...7:00-6:30-6:00-5:30-5:00. You could also do 8 X 800 where the last 400 is faster than the first 400. Always finish off each workout with a fast finish.
