This makes a massive difference in how athletic and fast she is. A high 13s in the 100m is average for a high school girl, it wouldn't make most league finals. A high 13s for 100m hurdles is a state qualifier in almost every state.

Great Oak was the best XC school in the country last year and they still had over a dozen guys with end of season PRs in that range.
OP: Your kid is probably bad at XC because short sprinters usually hate XC. A school with a bunch of girls at 19 minutes probably has a solid program, but if your kid's going to practice and run/walking 3 miles easy with her friends three days a week, she's not going to get fast and she's not going to build the aerobic strength needed to complete workouts. The coach isn't going to chase after athletes to make sure they're running; the kids that want to get good at XC will put in the work, the ones that don't care won't.
No kidding but she only runs the high 13 for the flat 100m. That is more like the 100 m time of a miler. If she chooses to, she most likely could run the XC times her dad imagines but it will take year round running.

Of course, I was referring to guys who did some training for running during or after high school.
I was remembering the guys I knew who ran CC in the Fall and played baseball in Spring or the football/basketball guys who trained for and ran road races just out of high school.
Our third baseman ran sub-10 for 2 miles in CC but the very best in the region, the real runners were getting close to 9 minutes and a few were breaking nine minutes.
Our lanky, 6'4 sometimes reliever was a sub eleven guy and more than a few of the football players could run the local 4 miler on fourth of July at a pace under 6 minutes per mile. The serious runners were as low as 18 to 19 minutes for four miles.
During football two a days, the backs and receivers were sometimes required to run a 6 minute mile or a 3 minute half in full pads at day's end to avoid more running. The game was rigged so that most but not nearly all had to do the extra torture running.
