The USA elects its prosecutors, which is messed up, but Germany does not. Investigation of crime in Germany is the sole responsibility of the poiice. They do not seek crown approval to investigate crime and they do not need to. Also, what crime do you believe Hans is committing? If you have evidence of this (rather than speculation) simply report that evidence to the police there and they will be legally required to investigate. That's right - under German law, if you have evidence a crime is/has been committed, they must investigate.

I also didn't say anything about elected prosecutors.
I also never said that the police needs approval for an investigation; however they need approval for an office raid (Durchsuchung) from at least the prosecutor (who is supervising major investigations anyway) and normally also from a judge, unless the prosecutor sees a vital need for urgency (Gefahr im Verzug).
Sadly, you are mistaken if you really think the German (or any other) justice system is free from public and political pressure. As an example, look what happened to the investigation of El Masri's kidnappers in Germany (and what Merkel's comments were): started very slowly, and died very quickly.
Last, theoretically you don't need evidence to report a crime; suspecting a crime may suffice if the prosecutor can be convinced.
This is actually an interesting thought: doping athletes is a crime in Germany since last year, so (I suppose local) people could tell the police that a certain doctor may be doping a certain athlete. Hmmm...
As for Healing Hans specifically: we know that he injects actovegin, calf blood plus unspecified substances into many different athletes, claiming the unspecified substances are completely legal. Combine that with the observations about Bolt's visits listed on page 1 of this thread, plus his treatments of various other suspected athletes, it can't be surprising that Dr. Hans is suspected by many.
On a personal note: I only respond once to unregistered users who use swearwords out of the blue. Should you continue like that, fine, but I won't comment anymore.

Bolt's hamstring is already better and he hopes to run 9.8 on Friday. He ran 10.05 last Saturday after predicting a 9.91. Sounds like the magical .2 improvement, mentioned earlier in the thread, that he gets from visiting his German doctor.
