What if we are considering the last time an American beat every top person in the world in a fast race. Honestly, are we back at Billy Mills in 1964 for a track race?

I think the 2014 Pre 10,000 was on Friday night and not a diamond race event. It may have been the deepest 10,000 that year though (TFN ranked Rupp #1 at the distance that year, but LetsRun decided not to compile 10,000 rankings due to the dearth of interest in the distance).
I think I'm on the fence whether this should count. This 10k is often an important one, but sometimes seems set up for NOP guys.

Yes and it didn't have some of the other top Africans in it like Gebremeskel or Merga.

The lack of Farah doesn't disqualify Rupp's win from being a big international win. In fact, it was a HUGE international win.
Rupp won a race that had the four fastest runners in the world that year. And all four made the all time world list top 40.
How deep do you need the race to be to say it counts as a major race?

No. It was a 26:44 race. That probably count although the big difference in that race is it was missing the monster in the event Mo Farah whereas Jager's run had everyone who was thinking of a medal at Worlds.

Rupps win in 26:44 at pre. The top 4 ran under 26:55! That's a legit field. Farah didn't need to be there. Rupp is 2 seconds FASTER the Farah at 10,000.
Next on the list is Manzano's Elmsley Carr Mile win.
Then Alan Webbs killer season.

It was raining but the track was not a swamp. It was well drained. The last 300 was something like 39 seconds or better.

Rupp's win was as brilliant as Jose Bastista beating down Texas . Texas choking and losing to Toronto Blue Jays was like Jager choking and tripping over the hurdle.
