The rule is very badly written, so it's not easy to parse. But if you read it carefully, you'll see that's not what the rule says. It says that anyone who runs outside the boundary of the track shall be disqualified, unless the runner fits into one of three exceptions: .

a) the runner was forced to step out by another runner;

b) steps out on the straightaway;

c) or steps out on the outside edge of the track.

The phrase you quoted says these exceptions do not apply if the runner got a material advantage by stepping out.

None of these exceptions fit Coburn. She wasn't a) forced out, b) on the straightaway; or, c) on the outside lane. So it is irrelevant that stepping out didn't give her a material advantage.

In other words, under the rules, she was supposed to be DQ'ed.

The only loophole here is if the umpire did not see that she stepped out, or saw it and did not report it.

Here's the relevant portion of the rules:

Unless a material advantage has been gained or the athlete is in violation of Rule 163.4, a competitor shall not be disqualified if he or she:

(a) Is pushed or forced by another competitor to step out of the lane, or

(b) Steps out of the lane on the straightaway, or

(c) Steps or runs outside of the outer lane line on the curve, or on any straight part of the diversion from the track for the steeplechase water jump.

Excluding the above exceptions, the Referee shall disqualify a competitor if an Umpire reports that the competitor has stepped out of the lane

We did this when Fisher took five steps inside the track and a bunch of people tried to use the "material advantage" crap to say his race was still legal.

I thought runners were generally a smart group of people, but anyone who thinks cutting inside the track on turns without being pushed is legal, is dumb as a box of rocks. (I never use insults in political debates, but on running issues, yes).

Let's do this again for those who don't understand the iron clad logic that the rules can not possibly allow someone to cut the race short by running inside the rail on the turns.

USATF Rules 2015 Page 63 Rule 163 Section 5

Each competitor must keep in the lanes outside the line or curb marking the inside of the track, including the curved part of the diversion from the track for the steeplechase water jump. In races run entirely in lanes, each competitor must keep in the allotted lane from start to finish. In races run partially in lanes, each competitor must keep in the allotted lane from the start to the marked cut-in points. Unless a material advantage has been gained or the athlete is in violation of Rule 163.4, a competitor shall not be disqualified if he or she:

(a) Is pushed or forced by another competitor to step out of the lane, or

(b) Steps out of the lane on the straightaway, or

(c) Steps or runs outside of the outer lane line on the curve, or on any straight part of the diversion from the track for the steeplechase water jump

.

Excluding the above exceptions, the Referee shall disqualify a competitor if an Umpire reports that the competitor has stepped out of the lane.

NOTE: Material advantage includes improving position by any means, including exiting from a 'boxed' position in the race by having stepped or run inside the inside edge of the track.

The only parts of this rule that apply to this situation are in bold. She stepped inside the inner rail on a turn, and if a referee would have have reported it, she should have been disqualified.

The "material advantage" clause only applies to cases (a) (b) and (c) where being pushed, running inside on a straight, or running outside the outside bound don't grant a runner material advantage, then the runner might not get disqualified.

Colburn should have been DQ'd. That's what both the rule book and common sense says should have happened.

1) Coburn didn't cut the race short;

2) Coburn did NOT "run" inside of the rail;

3) An umpire did NOT make any report of the incident;

4) Coburn was rightfully NOT disqualified;

I must be missing something. I always thought the rail was out of bounds, so that running on it was grounds for a DQ.

If the lanes are "outside the...curb marking the inside of the track" it would seem the curb is not in a lane.

What am I missing? Is there some other rule I should be looking at? Or precedent interpreting the rules?

She was still wearing Nike spikes. She only signed w/ Adidas 2 days prior to the race so she probably went w/ the shoes she felt comfortable with. I think she landed on the outer midfoot plate of spike and her foot just slipped to the side.

W/ O'Connor 4th, the most "beautiful" 1 to 4 track finish!
