Because it makes them feel better, people prefer talking about "talent" and are lazy about looking for real explanations. Skiers like Bode Miller and a lot of pro tennis players received expensive elite training from a young age. So if you're a mediocre tennis player or skier, you can't say they're more talented than you, just a whole lot richer. That's not a pleasant thing to think about.
Galen Rupp received expensive elite training from a young age. What are the odds that the most talented US distance prospect would happen to show up at the school where Salazar worked? Nope, not talent, he was just in the right place at the right time.
Rift Valley Kenyans grow up hungry and working hard all the time at altitude. A very small percentage of them end up with willowy frames that can run 2:03 marathons, a predictable result of that kind of upbringing. But people feel better if it's just "genetics" i.e. talent. Then they don't have to move their children to high altitude, starve them and work their asses off to make distance runners of them. Better for that to be impossible.
Weasels have an innate talent for killing things much larger than them.
