He said that we she caught him on the hill he tried to stay on the other side of the road but ended up drifting close to her on the turn to the final straight. He did not mention one way or the other if the official effected him at all.
Did seem like overkill by the official. He could have just pointed him towards the side, but seemed like he practically blocked him.

I missed the race (I was running a race at the time). Where can I see a video? I have searched a bit, but cannot find any footage of the incident.

Watching the live feed, I agree the official appeared to go too far.
Guy was close to Jeptoo but she had him. The official jumped in quickly and forcefully right behind Jeptoo and made the guy make a sharp turn to his right to go to the other side of the road. There was almost physical contact.
They were obviously concerned about him breaking her special tape or being in her photo.
Seems like they should have had some type of sign or official farther from the line and I am sure the guy would have moved out had he known sooner. Or maybe they did and the guy did not see it/respond to it, and thus the race official needed to try something.
One of the TV announcers commented supporting the action of the official. Don't remember what exactly was said but it was something like,
'good thing they moved that slow guy out of her way'.
To me the comment made it worse, but it was not out of line with the rest of the commentary and coverage.
I hope Ritz got something good out of it for being part of the announcer team. He needed to in order to overcome the negative of being associated with the poor coverage.

LOL... Ritz just stood there, never heard him say a word... and then poof he was gone...
It was serious overkill by the official and the race organisers could potentially be taken to court. Imagine if the athlete was prevented from obtaining an Olympic trials qualifier because of such an action? The athlete was hanging on to finish in a very respectable time and he was practically body checked by a jobsworth of an official just because the race organisers want another athlete who is also finishing around 20 minutes behind the race winners to cross a finishing tape??
This is a retarded policy by the race organisers. What next have a finishing tape for every runner crossing the finishing line?? There should be just one finishing line for ALL of the athletes competing in the race and then every competitor can strive to run as best they can with a much reduced risk of being impeded by overzealous race officials.

His 2014 Chicago time was 2:24:39. Last year he ran the same course in 2:23.47.
He ran 2014 Boston in 2:26.27.
At 27, chances are good that he'll improve on his PR.

This is actually spelled out in Chicago's American Development Program:
• Some runners in the American Development Program may find themselves near the elite female runners. We respect your right to run freely and achieve your maximum performance on race day. Please note, however, that interference with any elite women including, but not limited to, crowding, blocking, drafting or tripping, whether accidentally or intentionally, are grounds for disqualification. In addition, elite women must be given clear access to their bottles at the elite fluid stations located at each 5K.
• TV vehicles will be covering the elite women for the live TV broadcast. It is important that cameras have a clear view of the elite women’s race for the TV audience. Therefore, we ask that you allow for the cameras to focus on the women’s competition during the race. American Development participants may not intentionally position themselves in plain sight lines between the elite women and the live TV coverage crews at any time. Failure to move out of the way for the cameras is grounds for disqualification.
He knew to be careful around the elite women. The official may have been a little to strict, but this wasn't out of the blue.
