The surface is only part of the overall speed of the track. The configuration plays a big role. BU is a very bouncy track with high banks (as high as the Armory but with only 4 lanes). The sprint times 200-800 are very tough to match at BU.

Both BU and the Armory are 6 lanes all around.
I've raced on both and I've always liked BU more, so it gets my vote. Breathing is much better in there than in the Armory. But I haven't raced on the Armory's new surface yet.
Penn State seems to be the place where the milers run shockingly fast every year. My old school's flat indoor track mile record is still 4:01 from 1978 and this was a runner who ran 3:37 for 1500 that spring and 3:33 a year later. But then again they don't even host meets with good mile fields there anymore. The college system has changed. But I would bet a 3:59 mile on that flat mondo 200 meter track would be equivalent to a 3:55 mile at Penn State.
The track at the Convention Center in Albuquerque is lightning fast and you have the advantage of altitude as well. NCAA DI and US Open Champs are there this year.
