I had thought about bringing that up. However, remember that "speed" refers to how fast they can do moves, which determines how many turns you get in turn-based combat in the video games.

Bellsprout needs to be there for sure. Grass type, thin legs, forefoot runner.
How are you liking X? I never finished Diamond and never bought Black or White (the starters looked terrible). I felt that the model was getting repetitive, which is fine, but the content just wasn't there. I've heard good things about X/Y though.
My XC team from the 151 would be:
Rapidash
Arcanine
Dodrio (I remember it just barely losing an XC race in the anime to Rapidash, despite the splindly legs)
Mewtwo
Ninetails
Jolteon
Usain Bolt has the highest speed stat of any human but I'm sure as hell not putting him on any XC team anytime soon. Forgot about that episode though.
Pokemon X is amazing.

Growlithe (T-85th in base speed. Although Arcanine is tempting, Growlithe looks like he has BLAZING speed too. More trainable than his big brother. Big shoes to fill - I think he will be determined to make an impact.)
Jolteon* (T-2nd in base speed. The star of the team, and the team captain. Jolteon is fiercely loyal, driven, competitive and athletic. LIGHTNING speed and an ELECTRIFYING kick.)
Mr. Mime (T-32rd in base speed. I'm no PSYCHIC, but I think Mr. Mime has what it takes to succeed. He's built like a runner and tends to shut up and complete the task at hand. Nice short quads and long limber legs, Mr. Mime is a project but almost certainly has talent.)
Ninetales (T-15th in base speed. It's not clear to me what animal this is supposed to be, but it has some kind of pony element in it and looks fast. She's HOT and may be distracting to the male runners, but should keep them coming out to practice.)
Scyther (T-11th in base speed, built like a power runner. Scyther can dominate hilly course even if stuck on the ground. Look at those ****ing legs! He can really FLY.)
Rapidash (T-11th in base speed, looks like a great balance of strength and speed. Would be better suited to a flatter course but should be able to keep with the others. I'm worried about the motivation here, looks like a candidate to BURN out.)

I am 23, which means I was 9-10 at the peak of popularity. Would it be possible for me to NOT be into Pokémon?

It is definitely my favorite video game (besides sports or physical ones like DDR) and I loved the card game, except no one else my age was patient enough to learn the card game, they just collected the cards to show off, so I haven't played it in forever.

jolteon also an easy pick
mr mime, dude is super light. good build, and bi-pedal so won't get tripped up on rough downhills like a horse might.
