You can't tell if someone's heel striking from a photograph. You have to see the entire stride. And a heel strike doesn't mean that the heel can't touch the ground first. It means that the heel isn't taking the impact and cushioning you. Most elite runners, especially when wearing trainers, will touch their heel first, but they won't be fully supporting their weight until their foot is flat on the ground and underneath their hips.
In the picture, Kenenisa's landing midfoot and outer edge while Tariku is clearly heel striking.

That's where his leg is in front of him, not with the foot on the ground, because that doesn't happen when his leg is in front of him.

Geb I remember seeing in a pic of the top guys running London and they all had there shoes off for a pic.
Kenny I noticed in some video that showed him removing or putting on his shoes prepping to run a track race.
