There's plenty of track meets open to decent runners. It's not like in college where your coach planned out the whole season for you, but you can easily get into college meets.
I am a huge supporter of track and field, but this has the merit of a developmental league for 25 year old gymnasts. If by the time you've finished college, you aren't running below 13:30 for 5k, or it's equivalent, it's time to get serious about some other career and recognize your running is a hobby.
I don't agree with your rising water lifting all boats analogy for post-collegiates. That might be true for much younger runners, but I think any investment in 3rd and 4th tier runners would simply draw from resources that could be used to properly invest in the 1st and 2nd tier; thereby, lowering those boats that should be lifted.

Doesn't work. Better to merge age levels into relay type meets that would be held year around outdoors.
