Technically, the answer would be yes. Realistically, the degree of the incline that a human could swim uphill would be minimal.
If the surface of the water is higher, with respect to gravity, at one point than another then the water will flow from the higher point to the lower point according to the gravitational pressure gradient. So, in many cases, if someone is swimming in the upstream direction then they are swimming uphill.
The elevation change over any horizontal distance would not need to be very much before the momentum of the falling water would be too great for any human swimmer to overcome.

Yes, but contrary to the idiots talking about sloped pools or simply swimming ‘upstream’, you would have to determine the level/grade of the water at the surface.
So in theory a stream of river flowing slightly downhill would be your best shot at swimming ‘upstream’ thereby technically swimming uphill.

I haven't seen any mention of quickly passing transient scenarios like your wave idea considered to be of interest.
