Unless you're running 5k, or even 3k pace, taking 3 minutes rest is probably not doing any good. That's almost 1:1 in some cases. 1:00 rest is ideal for a 10k workout. If anything reduce the pace or shorten the distance, but keep the rest at 1:00 - 1:30. 10 days out or so 10 x 1k with 1:00 rest at goal pace is going to be a pretty good indicator of what you'll run.
Minimal rest is what makes a workout a workout. Anyone can do mile repeats at 4:30...with 24 hour rest in between.
