Without knowing how fast you have run, it is pointless to suggest a university. As a 17 or 18 year old you should be able to run at least 1:52 if you want to get any type of scholarship, and 1:49 if you want to get one at one of the best mid distance universities like Oregon, Wisconsin, or Virginia. If you don't care about a scholarship and can pay for it yourself then you would have to run at least 1:56 to have a spot on the team.
Of course there are plenty of universities in the United States with track teams with much slower standards, but they are not going to have scholarships, great training partners or facilities, and will not have as serious of an atmosphere.
The thing about universities in the United States is that they are everywhere, and anyone can find one that fits them. They just have to do a little research.
