Apparently, they don't expect the race to sell out in the first window as they've already posted confirmed entrants. Probably not news to this forum, but FWIW, the RD was quoted in the 2011 race program as not expecting the race to fill in the first week - although, I'm guessing they weren't expecting it to sell out in 8 hours last year.
I think it may fill on Friday, which would mean they'll have to seed everyone and make a cut somewhere around Q-5. Guess we'll know soon enough.
I read it as time only counts if you are a qualified runner in the post 9/19 window - i.e less then 5 mins from the standard.
Rolling admission, means first come first served - within the window group.
Anyway, I got my confirmation that I am in.

That was how I read it too and was surprised when I saw their comment saying week 1 was going to be seeded. My guess was that they don't expect it to fill in week 1 so it wasn't considered to be an issue. They explicitly said in last year's program that if we're stressing about it filling in the first week, relax. I'll relax when I see my confirmation.

That's what I took that to mean. Plus, that number just seems about right to me. Not sure though.
How many runners do they allow into the race? Excuse me if this is supposed to be common knowledge.
i think it's around 20k for regular registration
Is there a final answer on whether entries in each window are first-come first-serve or time-graded, assuming your window is the one that exceeds the entry limit?

Yes, keep this Boston only! I doubt it gets to the less than 5 gang. If this is the case, imagine it will be BQ with 5 mins to spare plus charity, so there may be a gap out there on the course separating the decent runners and the walk/runners.
